Hazel Bernell Carter, 92, of Sparta, TN passed away Wednesday, June 9, 2021, in Sparta, TN. Mrs. Carter was born on September 16, 1928, to the late Henry Clay and Dovie Slatten Billings in Silver Point, TN. She was a beautician for over 50 years.
In addition to her parents, she was preceded in death by her husband, J.F. (Dee) Carter Sr.
